Call your credit card company, and ask for a chargeback of the charge on the card. You mention PayPal? I am assuming this was a credit card transaction. Your credit card company will record the dispute and should credit back your card. PayPal will then have to "charge back" the sellers account. I am not sure if there are other events that take place here regarding the seller rebutting your complaint but basically that is one of the biggest benefits of using a credit card for purchases. The ability to refuse payment on a transaction if services or merchandise is not delivered.
