Wow- I just read PayPal's policy, as follows-
"If you are unable to resolve the situation this way, you may immediately initiate an investigation by filing a Buyer Complaint Form (login to your account and select the "Security Center" link in the footer of any PayPal page). This report must be filed within 30 days of the payment. PayPal will investigate your complaint and attempt to recover any funds you are owed. You will be entitled to the return of any funds PayPal is able to collect on your behalf. However, fund recovery is not guaranteed. We will make every effort to complete our investigation and any reimbursement within 30 days of the date the Buyer Complaint Form is filed."
What a scam. Why bother using them if they do nothing but hand your money over to someone and don't even hold funds or guarantee delivery? Just to make it more convenient for merchants not to have to bother setting up a credit card account. No thanks. I'd rather send a personal check, at least that way I'd have an easier time getting the local police to track the crook through the returned check.
