Brian, I believe when the Hard Rock issued their Playboy $25 chips last year they held some back for the dignitaries at their celebration. This would be a case where the number made and the number released were not the same. For example, if they made 500 and held back 100 for the VIPs while only releasing 400 at the cage. Those 100 that went to the VIPs would be very hard for the chip collectors to get.
