I guess I'm a little slow understanding this one. Can you or someone else give an explanation on how these numbers might end up being different? Providing a couple of examples how this happens would help me understand.

Just stating that the number made and number issued is different is not helping me understand and I guess I need a little more information. Maybe it's a case of semantics on the definitions of "made" and "issued" that I don't understand. Please clarify and/or expand please.
