Like Victor, I clean every chip, even the new ones, before putting them into my collection. Some are just lightly stroked with a soft cloth. For typical used chips, I clean with a soft cloth and Sterling's Magic (got it from CT Rogers).

But, if I had a chip like the one Rich showed us, I would try to do as he did (though I probably couldn't do it as well).
