If the seller was the one that cleaned them than yes, but if they found them that way and did not no any thing was a miss than how can you place blame. Was the scan clear enough for you to compare? Sometimes I find sellers using one scan to sell several of the same chip, that's not right, you should post the scan of the chip you are selling
