Unless you live right next door to the Library ... you will be spending more on transportation to and from the Library to use their FREE computer.

Sell some of your chips and buy a new PC.... or do what I did. I bought Andy's "old" digital camera cheap .... maybe Andy will sell you his "old" computer cheap.
