The seller is usually responsible for items that are lost or damaged in transit, unless other arrangements have been made.

When I sell on eBay, I state that postal insurance is at the buyer's expense and that is completely optional. I also state that I am not responsible for uninsured items. In this case if the item is lost or damaged in the mail, the seller is not responsible because other arrangements have been made.
