This is what happened to me.
I received a empty bubble mailer.
The tear off strip that exposes the tape on the bubble mailer was still on there.
When I contacted the seller, A club member, He gladly reversed my paypal payment and sent me another chip as replacement.
You should save the envelope and maybe send it back to him for proof if you need to.
If he didn't do a reasonable packing job, I think he should send you another token, or refund your money.
