I think the Issue is Simple

I think the issue involving counterfeit chips is actually fairly simple. When a chip, or for that matter anything else, is sold, it has to be accurately described by the buyer to the best of their ability and knowledge. Pertinent information about the chip which may effect the buyer's decision to buy and at what price cannot be withheld. It is dishonest for the seller to withhold pertinent information. This applies whether the chip is counterfeit, fantasy, where it was used, what it was used for, if it was repaired, how many of this chip were recently found, whatever. There is nothing wrong with buying a counterfeit chip, if you know it is counterfeit.
