Two jurisdictions that I know of.

David,

Both the Navy and Army have/had a presence in that area. Don't know too much about the Navy, although they have quite an operation in and around the Bay area. The Army had a presence at the Presidio and over in Oakland. I was stationed at the Presidio and was mustered out at Oakland.

If the club was made off-limits by a formal board, then that was probably more official than some local commander making the decision and there will likly be newspaper accounts or records. Try the Morgue of the San Francisco Chronicle and Examiner.

As stated by John, the resaons can be varied (drugs, girls, gaming - the usual vices; but because it was San Francisco we can also include espionage concerns because of the number of Foreign Councellor Offices in that area, especially the Soviet Offices at that time.

When looking for the records via the Army, check under Provost Marshall's Office. The Navy may have stuff under Naval Investigative Service (now the Naval Criminal Investigative Service, if I'm not mistaken).

San Francisco PD (Police Department) may also have some old archives.

Good Luck.

Jim
