Local commanders have the authority to place off limits any off base establishment they wish, but they normally only do so on the advise of someone from their staff, usually the Military Police if there is activities such that it has the potential to harm those who go their (this could range from anything such as drugs, loan sharking, etc) or by the Hospital if there is a preceived health threat (i.e. bad drinking water that could cause desease, etc).

I would expect that if there is a base close by, your best bet would be either the local Security Office, or if the base has been closed, they keep copies of the records somewhere in Washington D.C.
