Putting on my defense attorney hat ...

... I would LOVE to defend someone charged with "stealing" LE chips from a casino after having purchased them at the cage (or at a gaming table).

I don't care what the law (or the casino sign) says, there is NO WAY they could ever convict anyone of theft of an LE under the existing circumstances.
