In California, speed limits ...

... are set by state law. Local governments cannot change the speed limits, except within the limits of the state law. In no case, can they be set slower than 25 miles an hour no matter what the people in any neighborhood think. Not pertinent in any way to chipping, of course, but ...

California also has an initiative process by which complex issues are voted on directly by the people. One of the WORST possible ways to decide governmental policy. If you don't believe it, check out the disaster Proposition 13 has been for California.

BTW, I believe the club board should govern the club, do not think membership wide voting is either practical or effective -- and, in fact, do not believe that the constitution or by-laws even permits such votes to be conducted.
