There are obviously two schools of thought on this random variation. I'd say they are two different chips simply because they are different. I don't know if you are familiar with dovetail chips, but each dovetail chip had a "sister" (or brother) chip that had the tail side that was a different color. I'd consider this variation to be the same, other than the insert variation is random, while the dovetail variation would be half and half.
