Gene, There are a lot of us who are "custodians" of chips! I'm not sure this regulation is specific to roulettes. It says, "chips & tokens", which I take to mean any piece of plastic, clay or base metal that is used on a gaming table or a slot machine. How does a casino carry the debt on roulette chips?
