The Ebay announcement I read clarified that it had negotiated with the USPS to continue offering 4 oz. increments, so we're not paying the full 1-pound rate.

I use PayPal shipping. Many of my packages are still in the under-$6 range, but a lot are in the $8 range. I'm assuming they're exempt from the unified under-1-pound rate but they haven't exactly said that in the things I've read.
