I've been to that building many times! It's a brewery igniter type place. Small start up breweries share the space, there are currently three there now. They share equipment and see if they can make a go of it. The leases are for a short period of time, then they need to decide wether or not to try and find a bigger location.

I noticed when I was leaving one day that there is a concrete block just out of the front door, you can see it in your photo. Here's what it looks like....

I tried finding any info on Poker Palace in San Diego, but came up empty.
