Back when I used to travel for business, I had some very mixed rental car experiences. Hertz and Avis have both gone downhill.

That is until I rented from Alamo and their customer service is so worth the few extra dollars.

But if you are strictly looking at Budget vs Dollar, and are not considering the others, I would go with Budget. MOO, ymmv..
