Does having one or more committee members not vote

~~~ have any effect (end results) on the top three selected by any committee member?

Clearly, I have no idea of the exact total process from when the proper recommendation form is received to when the chairman compiles a list of names who then become nominees (candidates) up for consideration (vote) since I do not know if the total process is published anywhere to better have an idea as to what fakes place and, is there any conversation in any form that takes place by any or all the HOF members prior to a final vote by either those who actually do vote or those who might decide not to vote for any reason including illness...? Meaning; if a HOF member might not know who someone who was recommended is, or might need some additional help if a poorly composed recommendation form was sent in, do any of the other members answer any question that might be asked or is it a hush, hush type of process? Thanks.
