recommendations? I also thought you had to use the official recommendation form as well. Can you simply send an e-mail to the Chairman?

I agree that failure to follow the actual rules is probably the problem, but it could also be that there were not enough recommendations in a single year.

While I'm at it, do the HOF members vote on every nominee who receives the minimum number of recommendations or is there some weeding out process? For example, if the Chairman does not deem a recommended nominee worthy, or if some recommended nominees received more recommendations?

I think if people understand the process better, there might be fewer complaints.
