USPS Postage Question

I'm looking at putting some chips on eBay. Lets say one in an auction. I've had people send me ships with $2 postage and they came through just fine. Bubble pack, small.

I look at the rate calculator and no matter what I do, for non-machinable, 1/4" variance it comes out $4.95. I tried envelope, 4x6, 4oz, not easily bendable, same thing.

What's the trick?

I can't afford to sell a cheap chip and then pay $5 postage to deliver it. (that's including the cost of an envelope)

My question is what's the best way to mail a chip or two, the cheapest way?

Not sure if USPS has any exceptions; letter rate.

I Use PO rates...Mailed Over 100
That would be postage due here in NJ on receipt
Look at postal label
Don't buy postage at the counter
