Bottom Line per USPS; any envelope ~~~

~~~ containing anything other than paper documents/letters/photo, is considered a package and charged package rate... even if one chip is in a business, #10 envelope.

This was explained to me in person today by a postmaster (not a clerk).

I went through the whole thing with them about the actual USPS template and the 1/4-inch slot; made no difference and fully explained to me what letter rate actually is and isn't.
