I agree it is basically old news, but people think the rules change because they got away with the cheap route in the past.

It is also my mission not to consult counter clerks for reliable advice, just as I do not call the IRS "help line" to ask tax questions. It's all in written rules, regulations, guidelines, etc., and it can all be found thanks to the magic of the internet.
