I doubt it's not an American chip since the spelling is not "el Cortez."

But on what basis was the chip deemed to be Las Vegas. I’ve been told that there were several El Cortez clubs throughout the US.

Also, why is it a denomination chip. I see no dollar sign.

I’m sure it’s an American chip. However that wasn’t my question.
