Ron, the process is very long and complicated. I've seen a successfull application take 12 years. They can apply as many ties as they want but it is an expensive process. Many things are taken into consideration, one important one, does the tribe have a historical connection to that land? If not, they usually create one grin . Did the tribe receive a settlement for lands taken from them? It can be monetary or the form of new land. If it's land, it can be used to replace the forfeited land and this is very positive for the claim. If it is in the form of money, was that payment used to buy replacement land. If that is the case the amount cannot be over the settlement allowance. Hardships and many other issues are investigated. This is done by the BIA(Bureau Of Indian Affairs). As I said it takes years. The findings are then sent to the Department Of Interior. They always have more questions when they get around to looking at the application. This can take years. Biden has appointed the first Native American to head the Department and she is pretty radical, this could help their cause. They could get lucky but I doubt it.
