....suggest that you pose your questions to HOF Chairman, and fellow Floridian, Mark Lighterman.
Many of your comments/observations and that of good friend Rich Burgel are not accurate.
All I can tell you is that as one member of the HOF Committee, I am provided with a list of nominees from the HOF chairman to choose from. I can vote for three of those individuals on the ballot. In order for a nominee to be inducted that person must receive a majority of votes cast by the HOF committee HOF members who voted. Now my three choices may not correspond 100% with another HOF committee members votes. If multiple candidates receive a majority of votes by those HOF members voting, then one or more nominees will be inducted. Spragg was the only nominee this year to receive a majority of votes. Could another nominee also have received a majority of votes? Yes, of course. I have always cast my ballot for my choices in every election. I cant speak for other HOF members why they choose not to vote. Maybe they forgot to get their ballot in by the deadline. Maybe they felt no one was worthy. I personally thought all the nominees had merit ... and there are several names that did not make the ballot who also have merit. If their names are submitted next year with persuasive background information perhaps one or two of them will be inducted in following years.

Finally, that is the "change" I was searching for
