this is Ebay Managed Payments
In Response To: Ebay just got rid of Paypal ()

Ebay has been moving to Managed Payments, where they serve as collection agent and collect a fee that is supposedly cheaper than PayPal (it's cheaper than normal PayPal, but not cheaper than the PayPal micro-payments option that results in less fees for transactions under $10 - but that's a secret feature, so forget you heard it from me).

Different sellers have opted in voluntarily, and are being forced in as time goes on. It has not caught up to all sellers, which is why auctions today are still found with PayPal payments being accepted.

I need to check with my bank - they charge me for excess transactions, and I would hate for little $6 payments from Ebay 3 times a day to result in bank fees for exceeding their monthly limit. Other than that, I will accept it when it is forced upon me.
