What he's referring to is eBay Managed Payments
In Response To: Ebay just got rid of Paypal ()

All sellers on eBay are being transitioned to eBay's Managed Payments system. Buyers can still pay via PayPal (or any other payment method) but sellers will be paid by eBay no matter how the buyer pays for the purchase. eBay is charging a flat percentage on the entire amount = item price + shipping + sales tax. Sellers will no longer get paid immediately but will have to wait several days plus their bank's processing time so it can take up to a week or longer to get paid but you're required to ship the item within your posted handling time once the buyer pays. Sellers have been complaining constantly about delayed payouts, troubles registering bank info, etc. Check the articles on ecommercebytes.com
