Woooo! That's a long description, but you can go to eBay and type in Hummel Goebel Chimney Sweep Boy and see the various figurines. Note, he wears the top hat and a red scarf, carries a ladder and that round brush. All the elements shown in your chip. Why the larger size of your chip find? No idea, maybe it is European and in metric, for baccarat or some game played "over there."

I've never met the chimney sweep who services my rental house in Yreka, California. Just pay him from afar!
