Man on black chip - possibly a chimney cleaner

By custom they wore black top hats (a somewhat silly uniform given their dirty task). The round thing he's lugging along may be a brush to remove ashes, and of course he needs his ladder. Chimney sweeps were regarded as "good luck" in Europe.
