I bought a chip on eBay for $100.

I opened the package today and found it empty. I flipped over the package. A pic is below

The hole is about the size of the chip. This leads me to believe the chip was not wrapped for protection. I think he mailed it but it broke through the package. This wouldn’t have happened if the chip was wrapped before putting in the package.

I think this is the senders fault. What should I do?
