Costco is one of the least expensive refill houses

They don't refill for your Epson model, though.

I gave up on getting refilled HP cartridges after I looked at the hassle and mess. I haven't tried Costco's refill on my #94 and #97 cartridges, though. About $21 to refill both.

I do buy my new HP cartridges from Costco, although cost is about 3-4 times what a refill would cost.

Printer makers have basically analyzed the market and decided inkjet printers are the "safety razor" of the home computer business. They have decided to give away printers and make money on the carts (substitute razors and blades in the analogy).

I've decided that the HP printers are so good that my usage of 3-4 sets of cartridges a year doesn't justify anything other than new carts and keeping the old printer working. I bought 3 printers just in case about 10 years ago and it turns out I only needed one. I'm still using the one that's connected to my laptop (99% of my computer use, these days), one is on my desktop that hasn't been used for about 8 years, and one is still in the shipping carton (although I did take out the two print cartridges to use on the active printer).

I do use an electric shaver to remove my whiskers, but the "razor and blade" business is the best solution for home computer printing that I could find. Remember to pick the right inkjet printer (HP was first and still best) to go with your best scanner (Epson Perfection) and you're all set these days.

By the way, buy your printer paper by the case at Costco. Cheapest and best supplier I've found.

And don't even think about refilling your own print cartridges these days. I threw away several printers while figuring that out on my own; the cartridges will eventually leak to the point where the printers no longer work right. And I was getting pretty good with the bottles of ink, the rubber bulbs, and the plastic syringes grin.
