I don't know about your chip, but I have read many times that chip embedded in plastic, like yours, cannot be removed without ruining the chip or leaving a layer of the plastic on the chip. As Pam wrote, the plastic apparently bonds with the chip itself. Such items have values as paperweights or moments, but not generally the value of the chip itself. I'm sure it has some value, but the value of the chip is probably not indicative of the value of your item.
