You are right Mike there are no details on how it works - my guess is that they issue only a voucher for so and so much money either into the Player's Card or something - that they can present to pay for services and merchandise purchases, maybe limited within the property or maybe to include the other stores and hotels in the city or elsewhere like a "debit card".
