...you're not sure that the seller will actually send you the chips. Just use your credit card and send payment "as usual" with the fees added in. The little bit more you'll pay in fees may give you peace of mind. Also, don't publicly trash the guy. He may view the damage as already being done and figure he might as well just keep the chips.
