What you are saying would not be distubing. Bringing your family over to live in Canada is fine. However this guy said that he doesn't intend to live in Canada. He doesn't even like the place. He said he is doing it to make traveling easier. What sense does that make? Remeber, he has to live in Canada at least 3 (or 4) years before he can apply for citizenship.
