I also think that if you enter a contest and don't send the chip then you should be banned from entering any other contest. We could have a thread somewhere that lists those that are banned.

I agree that this community is one of friendliest around but there really is no excuse for not sending a chip. If you can't make it to the post office to mail them you could easily throw it in a reg envelope with a few stamps and put it in your own mail box. This of course would only work with 1 or 2 chips. If you owe four then put it in 3 envelopes. Either way if you enter you NEED to send the chips.
