I think illegal in respect to casinos has been narrowed to unlicenced. A good example of what you are trying to describe would open a can of worms as to what is or is not a i legit Illegal category. The example would be the Hard Rock Hollywood chips that were release when they opened first their doors. According to the State the compact was illegal and wanted them to shut down table games.The state determined they were illegal. After a couple of years of fighting the state approved them and now they are ligit.
