I'm pretty sure the reason behind Bronco Billy's getting a separate license when they expanded into the old Turf Club/Treasure Mountain buildings to operate as Buffalo Billy's was because of the tax structure built into Colorado Gaming laws. The state set tax rates on casino profits based on the dollar amount made by the casinos. It was a progressive rate - the more they made, the more they paid as a percentage. Billy's split into two attached casinos to try to avoid crossing a profit threshold that would put a single casino into a higher tax bracket. I don't recall the threshold amounts, and I don't know if Colorado still has a progressive tax rate structure in place on casino profits.
