No, the item is not rare.

However, I dont think you can rightly imply that because an auction starts at 99c and shipping is $3.49 that it isn't rare. That is simply not correct and misleading for others.

I start all mine at 99c and charge $2 or $2.50 for shipping. Same whether they sell for $5 or $5,000.
