Moe Dalitz was the head of the Cleveland Syndicate when the Merchants was running. They owned a number of other clubs in and around Newport. He was the boss!!!! In Newport, KY.
He had enough clout that he made a deal with the Estes Kevauver Commission in 1951. Cleveland would close one of the biggest casinos in KY (The Lookout House) and the commission would leave the other per the Saturday Evening Post, 150 casino operations alone. The deal got him 10 more years of casinos in Newport.

You may have heard of Moe, he also held another title, "The Man That Built Las Vegas"
Including The DI, Stardust, Dunes, etc, etc, etc. Anything built with mob $, he was in on. The last one he built was the Sundance (now Fitz) downtown.
He built hospitals, country clubs, etc.

When Bobby Kennedy closed Newport in 1961, Moe made it his business to put 100's of pitmen, dealers, boxmen, etc to work in Las Vegas. They filled airplanes and called it "The Newport Airlift." I wrote a story about the airlift but can't find it to add to my articles on Davids site.

Newport and Las Vegas had more ties than any one person can count.
