I think it has to do with the outcome of the poker tournament. By removing chips from the tournament you are potentially changing the outcome (albiet VERY slightly) and changing it for everyone that comes after you as these chips are no longer in play. In roulettes you are basically hurting yourself and there is the *potential* for fraud (except of course we know the chippers would keep them but the casinos don't see it this way).
