Need opinion on ebay issue...

I am a little angry over an ebay issue and I may be over reacting so I decided to ask opinions here. I bought a chip from a seller. The seller shipped in a stardard white envelope and it must have been machined because what I received from the post office was a torn empty envelope in a USPS envelope marked damaged. I contacted the seller and told them and provided them with a copy of what I received from the post office. Keep in mind that the cost on this item was nominal and really not even worth my time. The seller refuses to refund or replace the item and says it's not his fault the post office damaged it. As a seller, I would refund. As a buyer, I am ticked that the seller will not refund or replace which blows my mind since it's only a few dollars. I put in a paypal claim for nonreceipt but the USPS shows that it was "delivered" since they sent me an empty envelope. I can escalate it but it's not really worth the time. I have not yet left feedback. Am I making a mountain out of a molehill here? Please let me know your thoughts. To the best of my knowledge this is not a club member issue.
