It is not a crest and seal as I define a crest and seal. It is a die-cut. A crest and seal must have printing on the inlay. the v/h has no printing.

It should be mentioned that the manufactures (Burt, USPC) referred to all chips with inlays as crest and seal, whether it had a smooth mold (ie, large crowns, small keys, etc with inlays were all crest & seals).
