I received two identical bubble mailers with one chip each inside, the chip from MS was wrapped in a whole sheet of paper which was charged at $1.34 while the other chip was in another Monarch envelop which cost only $0.83, why the difference when they are both using the same service, USPS?

Have you also notice that in the same post office with several postal clerks - that they don't charge the same amount of postage for the same item which is identical in every way - ceteris paribus.

Have you also notice that the same clerk one day charge higher than the last time you were there or lower for that matter - is this what we call "STANDARD RATES"?

I guess that's life.
