I have been selling on ebay for over 7 years and am a powerseller. Your seller has to show restrictions on shipping. If they don't, then they must abide by the agreement they made. As far as negative feedback, I would suggest that you ask the seller to make good on another item they may have. If she refuses, then you have made every effort to help the situation, then bad feedback is in order. The feedback is taken very seriously, and it helps others to be aware of their reliability.
