I believe you are correct. If the Mohegan Sun purchased the Trop it would be an investment and subject to any and all applicable taxes. In Connecticut, the two indian casinos (Foxwoods & Mohegan Sun) have a deal with the state to VOLUNTARILY provide a percentage of their take as long as no other gambling ventures open in CT. There has been talk for a long time about allowing someone to open a casino in Bridgeport - hoping to vitalize the city. So far it has not gone through for three reasons I can think of: (1) The Foxwoods/Mohegan Sun payout (2) the traffic concern - it is bad traffic on I-95 now - I couldn't imagine a Friday & Saturday traffic jam with a casino there, (3) concern that the casino would reap all the benefit and the city wouldn't fare to well on the deal.
