OK, I'll email PayPal

Jim, OK, I'll email PayPal as you suggest. It is true that if you include Delivery Confirmation on a parcel (and it is not allowed by the Post Office on" letters" and "flats") which is under 3/4" thickness, it can/will be forcibly upgraded by the Post Office to expensive Priority Mail, with postage due problems. I mentioned that in my Guide (link to it below).

To remind readers here of the facts, let me quote from my Guide:
"Now, DC is available for all mail weighing over 13 ounces. It is free with (expensive) Express Mail and (expensive) electronic (on-line) Priority Mail . But what about first class mail? Here are the three types of first class mail we can use to send merchandise, and their standards:
¶ letters -- must be 1 to 3.5 ounces, and can't be over 1/4 inch thick. [not allowed Delivery Confirmation on letters]
¶ flats (large envelopes) -- must be 1 to 13 ounces, and over 1/4" to not over 3/4" thick. [not allowed Delivery Confirmation on flats]
¶ parcels -- must be 1 to 13 ounces, and over 3/4" thick. "
"... .... with PayPal you can choose between 5 ways of sending mail: first class parcels, express, priority, media and parcel post. Click N Ship [of the USPS] allows just two (expensive) types: priority and express. "
And the PayPal set-up forces you to take delivery confirmation with all of its five mail classes.

The PayPal set-up is closely sanctioned by the Post Office. We should be grateful that the PayPal set-up allows labels for First Class Parcels. They would need the Post Office's OK to do away with the delivery confirmation thing, I think, maybe, who knows?.

Meanwhile, (1) it isn't difficult to put some Styrofoam peanuts into the mail piece to bring it up to over 3/4" thickness, and (2) getting Delivery Confirmation for a mere 18-cents is a good deal. PayPal praises itself (with some justification) that it forces users to use Delivery Confirmation because it is one of the factors that make sellers eligible for the important Seller Protection Policy. They even (in the set-up) warn users to get signature confirmation if the value is over $250. Nice of them, really.

I wish the PayPal set-up allowed first class LETTER and first class FLAT rates, but they don't.

I'll email them as you suggest.

P.S. I always thought that the Post Office might require Delivery Confirmation on thick mail pieces so the letter carrier would not overlook it (to scan it by his traveling computer), which he might do with a thin piece. Meanwhile Priority and Express pieces, though thin at times, are more noticeable than regular mail.
