Please send me a copy of "Postal brochure "Notice 123 - Ratefold, effective July 15, 2007". I hope it addresses the distinction between a letter and a bulk mailing. My problem is the originating post office is classifying the mailing as a letter and the receiving post office is classifying it as a bulk mailing. My post office checks it for size and thickness with a template for letters. It is then weighed. One average size chip in a 000 padded mailer weighs 1 oz. The cost for a letter is 41 cents, cost for bulk mail is 80 cents. The difference in mailing cost may make trading individual $1 chips valued at $1 to $3 cost prohibitive. We may have to use minimums. By the way, all my mailings are in 000 padded mailers. All my "letters" pass the template test. I'm not trying to skimp on packaging. Arrival condition must always be satisfactory.
